The Division 2: Warlords of New York introduced Brand Sets into the game. These are a new feature that apply to all armor pieces you come across. Each piece of gear you carry can have a brand to it, which is basically a set that has specific attributes.
Bonuses increase for each additional piece of brand gear you have, and they max out at three items per brand. The third set bonus is usually the most powerful, but not always. You will want to mix and match Brand Sets to optimize for your playstyle and current build.
