The easiest level we found to do this on is any of them that include a fast turning platform, such as The Whirlygig. On this course, you will find a bunch of fast-moving platforms near the end of the level. The goal is to get hit at the proper angle to blast yourself ahead at full speed.

If you’re specifically trying to achieve terminal velocity, you should not worry about finishing in the first place or even qualifying. The chances are high that you fly off the map when you get to maximum speed. There’s a good chance you eventually unlock the achievement without even trying.
