With the release of The Division 2: Warlords of New York expansion, there have been a few bugs plaguing the servers and preventing players from progressing through the story. One major error is that players cannot interact with community leader NPCs.
Cannot Interact With Community Leader NPCs
Ubisoft’s official Division Twitter posted that they are aware of this issue and are hard at work on a fix.
We're aware of an issue where players are not able to interact with Community Leaders NPCs.

In the meantime, restarting the game and fast travelling in and out the Safe House might help.

They recommend a few things to resolve the issue. First, you should restart the game repeatedly until it works. Another possible fix is to fast travel in and out of your Safe House until you can get it to work.
This is quite a game-breaking bug, as it prevents players from progressing into the new portions of the story. Players are obviously angry about this issue and voicing their concerns through social media.
