The Little Lantern, Little Wish quest is part of the Lantern Rite Tales, which you can access by pulling open your events guide menu. Little Yu is over in Dihua Marsh, just north of Wangshu Inn. Follow the road up there from the Inn, and you’ll find the shop with no problems. Make sure to bring a Xiao Lantern because the first step is to hang one up at the shop.

To clean the shop, use any Hydro character, such as Barbara, and power up your basic attack. As long as you are facing a dirty area, the Hydro ability should clean it.
