Watch Dogs: Legion Boroughs, Skilled Operatives, and Missions

Watch Dogs: Legion takes place in London, where your mission is to liberate the boroughs from Albion, a private military company policing the city. You can gain some skilled operatives and rewards for turning the boroughs into Defiant territories. Doing so is not all that difficult, but knowing what each area offers could help you plan your attack. Here’s a list of all the boroughs in Watch Dogs: Legion, along with their operatives and unique missions.

You start in Camden, where you liberate the borough by completing the first few available story missions. There are seven remaining boroughs from there that you can hit in any order. The process to get Defiant is through completing a few regular missions and then unlocking a special mission.

Defiant boroughs unlock special abilities for you, including being able to recruit people to DedSec more easily. Tech points also reveal on the map, making it much less of a hassle to collect them. The best part, though, is unlocking your skilled operative for each borough. Skilled operatives are beefier versions of existing recruits.
