As with most quests connected to any event, the developers have set the level requirement to accept this quest very low. This is the first mission out of two for this years Hatching-tide, so if you’re wanting to knock these quests out quickly, you’re in luck. The majority of seasonal quests in FFXIV revolves around the story of what’s happening, rather than the player doing any extravagant missions.

You will need to be level 15 to start the “Get Along and Play Knife” quest, and will need to speak to two different NPCs before starting the quest. Speak to Jihli Aliapoh (x:10.2,y:9.4) to start the quest and then talk to Hamlyn (x:10.3,y:9.5). From there it’s a pretty simple and straightforward quest. For returning players who have participated in any event-timed quests, you’ll talk to the NPC, they’ll ask you to perform a task, and then you’ll return to them to hear more of their story. After completing this quest, there’s only one more quest you’ll need to complete for the Hatching-tide 2023 event.
