There are two graffiti-covered walls at the Hydro 16 location fairly close to each other.
The graffiti-covered walls at Catty Corner are a bit east of the location, by the entrance to the underground bunker or mountain passthrough that’s blocked off. Both pieces are bright-colored red, so they are hard to miss. Once you locate them, simply walk over to one of them and use your interact key.
