This item is available through the squad-building challenge (SBC) menu. 

Once you’ve reached the SBC menu, you will notice two segments that you will need to complete to obtain this unique card, which will cost you somewhere between 215-250k coins (depending on the platform). If you want to complete the TOTS Joaquin SBC, you will need to turn in 2 squads: Los Verdiblancos and La Furia Roja. 

The 1st segment requires an 80-rated squad with a minimum chemistry rating of 70, 1 inform card, and (at least) 1 player from Real Betis. The 2nd segment will ask for an 86-rated team with a minimum chemistry rating of 50 and (at least) 1 player from Spain.
