If you are looking to make a diplomatic society, look no further than World History grand strategy game Victoria 3. The World History sequel spans from 1836 to 1936, and grants players the rule over countries that existed during that time period. The game’s main focuses are politics and demographics, and players have the opportunity to declare war and supply war to strengthen control over countries they seek out.

In order to declare war, you have to be strategic in your attack so that you’ll have the upper hand against your enemy. So, how do you declare war? How can you go about supplying your troops? Let’s take a look at how you can declare war and supply your troops in Victoria 3.

Starting a War

It is not smart to just outright declare war, it must be done strategically. You must have your troops together to be equipped for war.

  • Assign Generals – Generals are key to leading your soldiers into battle. In the military menu, Generals are recruited. Assigning them can really help you during warfare. Generals can only lead a certain number of troops, so in order for them to lead more, you have to more promote them. To do that, go to the military menu, and promote them after opening up their detailed menu.
  • Establish Diplomatic Play – Your use of Diplomatic play to start a war will affect how successful you are. Some examples of Diplomatic play are Banning Slavery, Conquer State, Independence, Return State, and Regime Change.

Keep in mind that only in strategic regions in which you have declared interest can you make Diplomatic plays. Also, making a Diplomatic play won’t just outright take you to war; you will have to go through the Escalation process. You can take a nation under you through a Customs Union.

  • Escalation – makes it possible to add more goals into the war conflict. The goals available depends on the country you target. A popular war goal is War Reparations, in which a country will be forced to pay you for some time after defeat.
  • Diplomatic Maneuvers – The next and longest process is the Diplomatic maneuvers. You will have to get other countries on your side. To do this, go on the sway tab to see where countries’ positions are. To sway a country, click on the sway tab and then choose an option with a green thumbs-up. You will have to wait for the country’s response to the offer. The countries you seek allyship from will officially join you in the war if they accept your offer.
  • Obligations – An easy way to sway a country on your side is to offer obligations. Keep in mind however that obligations can come back to bite you since other nations may oblige you to fight in their wars.

Take note you risk costing yourself maneuvers by adding war goals and swaying countries. Your power rank and prestige have an impact on the number of maneuvers you get to work with. If you promise a war goal with a potential ally, you will have to make good on it in the peace treaty. If not, there will be diplomatic consequences.

Supplying Troops

  • Battalions and Flotillas – Generals and Admirals lead and recruit Battalions and Flotillas. Depending on their traits, the generals can provide buffs, modifiers, and debuffs. Use the military map mode to get familiar with the positions of Battalions and Flotillas, because they are in strategic regions most of the time. Keep in mind that they need Generals to command them before they do anything.
  • Consider Naval Bases and Barracks – These buildings require good employees. The production methods will provide a temporary debuff for your army and will make a difference in the battlefield. Production methods will take time to be put in effect.
  • Kill Rate – It is key to focus on the kill rate since they don’t require a lot of troops to kill enemy ones. You will have a better advantage in forcing your enemies to surrender. Through the training rate, the battalions that are weakened won’t have to take much time to regain strength. You must be smart in the tasks you assign to the battalions during wartime. Change productions by going to the military tab to stay organized depending on the general or admiral.
  • Unprofessional Troops – You can look for an unprofessional army if you are seeking more troops. You will need to use the conscription centers to arm them so they can be ready for war. You will increase your troops that way. It is worth noting that they will have to leave their jobs, so you are risking a little economic decline.
