The place has many dangerous enemies because the agents do not control it.

You can also get the backpack as a drop from Field Proficiency Caches and Survival Caches. If you run out of luck, you can also check the Light Zone for drops from named enemies.

If you have a missing gear piece from any of your gear sets, it will complete it. For example, you have three pieces of the Sentry’s Call set and two pieces of the Hunter’s Faith set.
