Sadly, crafting arrows isn’t available in Zelda Tears of the Kingdom. Just like in its prequel, Breath of the Wild, the game here doesn’t allow you to craft your own arrows. The trick is to visit your closest merchant, buy off all the arrows he has with Rupees, go to another area, and take a rest so some time passes in the game. After a day or so has passed in-game, go back to the same merchant and you will see that he has now restocked with more arrows.
You can perform this trick numerous times so you can essentially get unlimited arrows as long as you have the money for them.
