Shadow has not been officially announced as a character in Sonic Speed Simulator, unfortunately there has been reporting of a player getting him. So, there is no confirmed way of getting Shadow, but there is a lot of speculation of possible secret ways to obtain him. The Sonic Speed Simulator community is not deterred by this challenge, and people keep trying to find ways of grabbing him.

Unlikely but possible, Shadow could technically still be one of the free gifts you get from playing the game. Another potential is that they may roll Shadow out as a shop character. This would be a hugely unpopular decision considering the player base has worked so hard to try and get Shadow, only for him to be sold for real money. This outcome is also unlikely.
If Shadow is in the game, then it is likely that they have hidden him really well around the map. There could be invisible walls or floors that you need to go through at perfect angles or times. This makes more sense as it explains why players haven’t found him yet – because it difficult and no hints are available.
