For mining ruby and sapphire, you need to head over to the Vitalys Mine area in Sunlit Plateau. You will find the mine beside a river. Make sure you have unlocked the biome first. Here is a brief guide to help you with it.

Go towards the northwestern side of the Plaza and shell out 7000 Dreamlight to clear the thorns. This will help you progress in the story and eventually unlock Scar quest line in Disney Dreamlight Valley.

Assuming you have unlocked the place, start mining like you would mine any other minerals. As long as you are in the right place (Vitalys Mine of Sunlit Plateau), you will find the rubies and sapphires. While ruby is a gorgeous red-colored stone, sapphire is a blue-colored beauty.
