If you are going to go after the Battle-Tested weapons in Octopath Traveler 2, then well done, you have hit the nail completely. Why, you say? Well, because they are the best weapons in the game. And that’s enough reason for you to look for them. They are all over the world and some of them are available in distinct locations. For each one of them, you will have to get them through Path Actions, so my recommendation is to unlock all the character to have all the options for getting the weapons available for you. Go to Winter Bloom and you will find a building just north of where you spawn. Go to the 2nd floor and talk to Lord Melia. Complete the side quest called “Melia Afterwards” by heading to a building up north and getting Yukito back to Lord Melia. This will, in turn, make Bandit Black into Gardener Black. Go ahead and interact with him.

Go to Na Nasahi Village and head top, all the way you can. Once you find a ladder, head down and you will see Silat.

Travel to Cold Cape Pub in Winterland. You will find a Hooded Villager NPC. You can either fight him or interact with him via Path Actions. Notice that by fighting him, you get a 2% chance of dropping the axe, so save before the fight to ensure you get it by reloading in case you don’t.
