Victoria 3 turns back the clock to the transformative era between the 18th and 19th century. Players control one of the many countries during that time. The game has some real world elements like politics, demographics, diplomatic agreements, and war.
While the game mainly focuses on governing your nation, there is a simple way of making your own province. If you know about history, you probably know Germany was a vast country which broke into several parts, giving birth to other new countries. However, there is a way to build the old Deutschland in the game.
How to form Germany in Victoria 3
We need to control the countries which Germany had in its possession doing the late 18th to early 19th centuries. This means we need Bohemia, Austria, Saxony, Mecklenburg, and more. There are some requirements you need to match before you can form Germany.

The major parts of the population of your existing nation needs to either be from North or South Germany. If you meet this requirement, you can from the old Germany.
Go to the Culture menu and select ‘Nation Formation’ tab. There should be an option to form Germany. To form it, you need at least 19 of 30 regions under your control. They also need the Nationalism Technology. Here are all the 30 German regions you can try controlling in Victoria 3.

After you are successful in controlling 19 states from the above list, try forming the Deutschland in Victoria 3. Click the Germany button under the Nation Formation tab. You can also try controlling all the states either before or after forming Germany.
