Since they estimate that the game will take 40-60 hours to complete. Character levels being carried over might be a requirement for some that don’t want to go through the upgrading process with their characters again. While showing off gameplay and answering questions live, devs from Firaxis Games have shed some light on the topic. According to them, the only levels that will be carried over to new game plus will be friendship levels. This means that all the new characters unlocked through the course of your first save will be reset all the way back to level 1. At least you’ll still have all the heroes.

For a game like Midnight Suns, I believe that the level reset upon new game plus isn’t a terrible thing. Sure, it might be a deal breaker for players who were looking to do a bit speedier run-through the second time. But given the amount of customization with the deck building mechanics, I think people will have more than enough reason to have a second playthrough with this game.
