Pikachu is found at Route 212 in the Trophy Garden behind the Pokemon Mansion.

To get Pikachu in Pokemon Brilliant Diamond and Shining Pearl, you can go to Hawthorn City and make your way to the south exit to Route 212. Continue south past the mansion on your right. Walk around the wall, and make your way north inside the entrance to the mansion.

Enter the Pokemon Mansion, and go into the next room that leads you outside and into the Trophy Garden. You should see a large patch of grass, and that’s where you have a chance to find a Pikachu.
