That said: because technique scrolls are on the rarer side, and because Pulsar is a technique scroll, it’s a good idea to prepare to spend some time on your hunt.
You are likely to find scrolls (including Pulsar) by searching sealed chests and/or lost cargo. In this specific case, once you’ve found Pulsar you should notice that it’s a level 80+ item and can be sold for 1,000 coins. But, remember: it’s considered rare loot, so you aren’t expected to find it immediately.
