The quickest way to find them is to find a speedy flying unit, which will allow you to cover a lot of ground on the map quickly. Keep an eye out to drop down when you do run across one. There’s no need to worry about battle as there are no enemies in the tower. You are free to hire them immediately upon discovering it.
