Chainsaw Man is known in All Star Tower Defense as Chains – Denji, due to the character’s first name being Denji. In the game, he is a 6-star unit that isn’t obtained in the usual fashion. Being 6-star, he is tricky to get hold of but is very powerful, so you’ll have a hard time not putting him on your roster. It is worth noting that you currently cannot gain Chainsaw Man as he was an exclusive unit to the Winterfell raid, which has expired.

A reward for the Christmas 2022 Winterfell Raid was a Winterfell Present III that could be evolved into Chainsaw Man. Since the raid is no longer available, trading seems to be the only viable option to obtain Chainsaw Man. You will need to do a lot of communicating and have other strong characters that you are willing to trade off to get him.
It is unclear if Chainsaw Man is going to ever come back to the game. It wouldn’t be too surprising is Chainsaw Man becomes another reward of a future raid or event, but the developers may want to play around with new characters from that franchise or other franchises.
