You will find a huge exhaust in the midst of greens on one side of the event building. Jump on the exhaust which will propel you to the roof of the building. This is one of the typical jump moves in Goat Simulator 3. Search the roof to find the missing tape. Once you get the tape, lick it to attach it to yourself. Now jump off the building.

Once on the ground, search for the movie theatre. It should be on one side of the same building. After finding the theatre, go inside it. You will notice a small room before the entrance area of the movie hall. Go inside the small room with the tape. Move near the machine which says “PANAMASTIC” and slide the reel in the opening.
