An early stepping stone to accomplish your goal is establishing nuclear energy in Tropico. How to Build the Fusion Reactor in Tropico 6: New Frontiers
You will find the Fusion Reactor under the Traffic & Infrastructure menu. It’s the last option, right beside Solar Power Plant and underneath Tunnel Connection. It costs $5,000 to buy the blueprint, $36,000 to build it, and requires an education level of 5. Also, it generates 900 MW of power, and has a job quality score of 74. It’s important to note that the Fusion Reactor and Nuclear Power Plant are separate items.

In fact, you may wish to prioritize the Nuclear Power Plant before you focus on the Fusion Reactor. But, it can theoretically be built anytime you’d like, provided you have the resources to do so. For those curious, the Fusion Reactor will produce a lot of electricity, but it must be built on a beach, where there’s a ready supply of water (hydrogen).
