It’s an unwritten law of the universe that you never lay hands upon another person’s candy. You just don’t do it, and anyone who does do it needs to give it up, lest they upset the balance of the universe. How to Find the Stolen Lollipops and Recover Other Candies in Tower of Fantasy
When you arrive at the Astra Shelter, located on the Astra continent, naturally, you’ll run into a man named Lynx. Lynx just got a shipment of tasty candy from Banges, but before he could unload it, he got mugged by some kids who ran off with it. You’ll need to locate five pieces of Sugar Paper, as well as one Lollipop to complete this quest.
First, the Sugar Paper. As Lynx explains, the Sugar Paper can be found hidden in small reddish bags around the grounds of the Astra Shelter. Look on the ground around the corners of buildings, behind the large crates, and behind foliage like grass and logs. When you find a piece of Sugar Paper on the ground, just interact with it to pick it up.
Once you’ve got the five pieces of Sugar Paper, go talk to Lily, the girl standing next to a small, white tree. In exchange for the Sugar Paper you found, she’ll tell you that Lina, the girl who stole the Lollipop, is hiding out at Fennie’s. Fennie is the proprietor of a small food stand located around the corner from Lily’s tree. Go there, and you’ll find Lina standing on the left side of the bar. Talk to her, and she’ll cough up the Lollipop.

Return to Lynx and give him the candy to complete the quest. Don’t worry about the Sugar Paper, Lynx is used to getting mugged by children. He’ll take whatever he can get at this point.
