As far as we know, Company of Heroes won’t be on Game Pass at launch. If you want to play Company of Heroes complete collection you can purchase that on Game Pass for now. The complete collection is available on PC and Xbox consoles. You also don’t need a subscription in order to play and purchase the game. Perhaps in the future the game will become available on Game Pass, but where the game stands now, it’s not available.
